The Right to Enter a Residence Because of Excess Fire Load in the Home

I had a discussion recently with an assistant building commissioner regarding the right to enter a residence because of excess fire load in the home. It is my understanding that I do not have the right to enter a home, but I can enter a business during times of operation to do an inspection. The commissioner has stated that the right of entry is in the building, fire and residential codes. Therefore, that gives the fire department the right to enter a personal residence. Any and all opinions regarding “right of entry” are greatly appreciated.
