Fire Protection Systems in Group Homes

I am looking for information on fire protection systems in group homes. It has recently been brought to the attention of the Westlake Fire Department that the County Board of Mental Retardation has decreased the population of their group homes from five to four residents.This was done to accomplish two things. One was to make the residents pay for their housing with their Social Security. The other is to decertify these homes making them single family homes. With this in mind the management company for five group home in Westlake has removed one of the phone lines from the existing fire alarm systems. I have been informed that this company, North Coast Group Homes, manages as many as fifty homes throughout NE Ohio. Does anyone have any thoughts? Can OFC 901.4.2 be applied?
