				<content:encoded><![CDATA[<p>Everyone loves fireworks but they can be as hazardous as they are beautiful.</p>
<p>Here is some Ohio specific information for the general public, fire departments, fire inspectors and fireworks professionals.  Your community may have more specific fireworks laws or ordinances. Check with your local fire department to ensure that you are in full compliance with the law. Follow these laws and recommendations so that you can enjoy fireworks safely!</p>
<h3>What fireworks are legal for the public to purchase and use in Ohio?</h3>
<p>The only items that can be used in Ohio are designated “trick and novelty” which smoke, pop, and/or sparkle like punks, smokes, snakes, snaps and sparklers. See a complete list on page 14 of the 2013 Redbook below.</p>
<h3>What about the fireworks I can buy legally in Ohio at a fireworks store?</h3>
<p>Non-exempted fireworks 1.4G (UN0336) can be legally sold in Ohio by a<br />
licensed wholesaler or manufacturer. However, purchasers must sign a form<br />
stating the destination to which the fireworks will be taken, as they are<br />
required to be transported out of the State of Ohio. Ohio residents and out-of state<br />
residents must transport the fireworks out of Ohio within 48 hours.<br />
These non-exempted 1.4G fireworks (UN0336) cannot be discharged in Ohio.<br />
Examples of non-exempted 1.4G (UN0336) fireworks are: Bottle rockets, Parachutes, Buzz-bombs, Pin wheels, Cones, Planes, Fancy florals, Repeaters, Firecrackers, Roman candles, Fountains, Shells, Ground items, Skyrockets, Helicopters, Tubes, Mines, Chasers, Missiles and Morning Glories.</p>
<h3>Are M80&#8242;s, M100&#8242;s, and quarter sticks considered fireworks?</h3>
<p>M80’s, M100’s, quarter sticks and similar devices are explosive devices, not fireworks. Such devices are not considered fireworks because, in 1976, the United States Consumer<br />
Products Safety Commission determined that no more than 50 milligrams of powder can<br />
be used in 1.4G consumer fireworks (1.4G fireworks must have fuses that last at least 3<br />
seconds, but no longer than 9 seconds) and any devices that contain more than 50<br />
milligrams of powder (like many cherry bombs, silver salutes, M80’s, M100’s and quarter<br />
sticks) are defined as explosives. Since these devices are explosives, such devices are<br />
illegal for anyone to possess without a special license and/or permit. See ORC 2923.17<br />
for more details.</p>
<h3>Where can I find all the laws and information regarding the use, possession, purchasing, etc. of fireworks in the State of Ohio?</h3>
<p>All of this information is contained within a document that the Ohio Fire Marshal&#8217;s Office provides called the &#8220;Redbook&#8221;. <h2>Fire Play</h2>
<p>Fire play is a deadly game that should NOT be dismissed as a &#8220;phase&#8221; or simple &#8220;curiosity&#8221;.<br />
Juvenile arson and youth-set fires result in over 300 deaths and 2000 injuries annually and $300 million in property damage and more than 400,000 incidents annually in the United States.</p>
<ul>
<li>Playing with fire is the leading cause of death in residential fires for young children.</li>
<li>Nearly 34% of the victims of child set fires are the children themselves.</li>
<li>Children playing with fire cause 40% of residential fire related deaths among children.</li>
<li>At home, children often play with fire in their bedroom. Outside, it may be at the bus stop, vacant lot, or garage.</li>
<li>Children are under the false impression that they can control the fires that they set.</li>
<li>It only takes about 2 minutes for the flame from a single match to spread to the entire room, and less than 5 minutes for that fire to spread through the entire house.</li>
<li>Nearly half of all children have engaged in fire play.</li>
</ul>
<p>Children must be properly supervised and educated about fire&#8217;s destructive power.</p>
<p>Juvenile fire setting may be reduced when parents, teachers, firefighters, law enforcement authorities and all caregivers become aware of fire setting.</p>
<p>&nbsp;</p>
<h2>When To Be Concerned</h2>
<p>Fire setting is usually an expression of a child&#8217;s feelings, a cry for help. Children in homes where domestic violence, drugs and alcohol, or chaotic parenting styles occur are at a greater risk. Possible warning signs:</p>
<ul>
<li>Playing with matches or lighters.</li>
<li>Trying to burn items.</li>
<li>Carrying fire starting materials in pockets or having them in their room.</li>
<li>Talking about fire.</li>
<li>Asking how particular materials will burn.</li>
</ul>
<p>Children set fires for many reasons. If a child plays with fire, that does not mean they are a problem child. Through education, and in some cases counseling, children and their families can be given the skills to change this dangerous behavior.</p>
<p>&nbsp;</p>
<h2>Program Outline</h2>
<p>There are two stages to the juvenile fire setter program:</p>
<p><strong>1. Screening and Evaluation:</strong> Referral to fire service personnel who take a complete history to determine the nature<br />
and extent of the fire setting problem, evaluate the psychosocial and environmental issues related to the  behavior,<br />
determine if there is any criminal intent and develop an intervention plan.</p>
<p><strong>2. Intervention:</strong> Fire service personnel provide substantial fire safety education; mental health referral for treatment<br />
for child and family when needed and referral to the juvenile justice system if indicated.</p>

				<content:encoded><![CDATA[<p>Our old Chevy plant prop shaft bldg. is over half million sq.ft.  GM sold it &amp; it is currently being used as a storage &amp; distribution facility.  It is fully sprinklered &amp; had a secondary water source from the existing GM Stamping plant which is directly next door.  This secondary water source was discontinued when GM sold the property to the distributors.  Do they still need a secondary water source?  It does not have an FDC because the water source was from the water tower at the GM plant.</p>

				<content:encoded><![CDATA[<p>In a recent fire breakout event at Oregon Health &amp; Science University&#8217;s Doernbecher Children&#8217;s Hospital, a young girl, who is turning 12 this Thursday, was burnt badly.</p>
<p>It is suspected that fire was triggered by a combination of hand sanitizer, olive oil and static electricity at the facility. Ireland Lane, the victim, had used an ethyl-alcohol based sanitizer and had likely wiped some of it on her T-shirt and later wiped her bedside table with it.</p>
<p>The girl had learnt about static electricity and was trying to create static sparks in her bed by rubbing her feet with bed linens. The charge from the ignited fumes from hand sanitizer and burned her T-shirt which had olive oil on it.</p>
<p>As a result fire broke out which caused to girl to suffer from second and third degree burns and burnt about 18% of her body. She has undergone one skin graft surgery and a second surgery is to be held on Thursday.</p>
<p>&#8220;We are no longer suggesting the use of olive oil for patients who have an allergic reaction to EEG gel remover&#8221;, said Dr. Stacy Nicholson, the hospital Physician-in-Chief. The hospital has announced to change its products.</p>
<p>The fire victim is a kidney cancer survivor, who was admitted to hospital after she hit her head at school and went unconscious.</p>
